"legal_basis": "Garda Síochána (Recording Devices) Act 2023, signed into law on 5 December 2023, which the Minister for Justice told the Dáil lets gardaí use ANPR to prevent, detect, investigate or prosecute criminal offences, including road traffic offences (reply of 12 December 2023). A Code of Practice by the Garda Commissioner is to set rules on storage, access, retention and erasure.",
"oversight": "Under the Garda Síochána (Recording Devices) Act 2023 the operation of the ANPR provisions is to be overseen by a High Court judge, who reports to the Taoiseach annually (Minister for Justice, Dáil written reply of 12 December 2023).",
"notes": "The Garda website says the planned nationwide roll-out of ANPR in An Garda Síochána was completed in 2010, that there are about 100 operational units, now fitted with 3G technology, and that ANPR vehicles are deployed in every Garda division. It says ANPR \"uses optical character recognition technology to automatically read vehicle registration plates\", at up to six plates per second on vehicles travelling at up to 180 km/h, with a speed detection capability; it does not describe the system as AI. The Irish Times (3 June 2024) reported that 130 Garda Roads Policing Unit vehicles had been equipped with ANPR, against a total of 332 roads policing vehicles, a figure the article attributes to PARC; it says the cameras flag offences such as having no tax or insurance, a disqualified driver linked to the vehicle, and speeding, and quotes Garda headquarters describing them as \"a tool to assist gardaí in their decision-making process\". In a Dáil written reply of 12 December 2023 the Minister for Justice said the Act provides for the automatic transfer of ANPR records from designated third parties, initially Dublin Port Company, the National Roads Authority and Dublin Airport Authority, \"all bodies with extensive ANPR camera networks already in place\", subject to a data sharing agreement. No vendor is named in these sources.",
