    "notes": "WHQR reported on 8 September 2026 that New Hanover County commissioners voted 4-0 at a special meeting that day to end the stationary automatic licence plate reader portion of the county's Flock Safety contract for the sheriff's office, covering 20 stationary cameras, and that the county said the cameras were offline and no one in the sheriff's office had access to them. Eight mobile Flock Condor pan-tilt-zoom cameras at county parks were not part of the vote. WECT reported on 21 September 2026 that Flock said the cameras had been deactivated and were no longer scanning plates, that removal could take up to 60 days, and that the sheriff's office had turned off internal system access and disabled national sharing. Under the State Bureau of Investigation's licence plate reader programme, WECT reported on 13 October 2026, the office's 19 cameras on state rights-of-way recorded more than 66 million scans between August 2025 and 1 July 2026, the most of any pilot agency. The start date of the office's use is not given in the sources.",
