"notes": "WWBT (12 On Your Side) reported on 13 October 2026 that Mayor Danny Avula decided not to renew Richmond's Flock Safety licence plate reader contract, which expires on 30 June, described in the article as next summer. WWBT says about 150 officers have access to the system and that police cut everyone's access and required a signed agreement before restoring it; data retention was cut from 21 days to 7. Police Chief Rick Edwards told WWBT that the department uses the technology in every case, 'whether it's a misdemeanor, a missing child case or a murder'. The Richmonder reported on 12 March 2026 that there were around 100 Flock plate readers in the city, installed in 2024. The decision covers only the plate readers. No replacement vendor has been chosen.",
