"notes": "The Belgian police website (5 November 2025) says the Council of Ministers approved the ANPR@GPI protocol on 18 July 2025, authorising the Federal Police to work with the Antwerp police zone to install the national ANPR platform, which is meant to centralise ANPR data from as many cameras as possible. The first phase covers more than 400 cameras of the Brussels low-emission zone and section-control radars, of which a first part was connected at the end of October 2025, with the connection financed by safe.brussels. Brussels' six local police zones now have access to the data, as do some members of federal units and of the Federal Police's communication and information centre (101) for Brussels; a new module, FOCUS-ANPR, gives local and federal police a search tool. The page names no statute, citing only the Council of Ministers' approval, and does not describe the system as AI.",
