"notes": "Technical.ly reported on 9 September 2026 (updated 17 September) that public records show Baltimore Police acquired more than 200 Axon automated licence plate readers, fixed Outpost units and vehicle-mounted Fleet units, through the 10-year, $153 million no-bid Axon contract approved by the Board of Estimates in May 2026. The readers could expand the department's existing system of roughly 120 mobile and fixed units, which uses Leonardo's plate reader technology. The department has not begun operating the new cameras and has not said when or whether it will deploy them; it says it acquired them through the bundle rather than selecting them deliberately.",
