"notes": "Centaur (Κένταυρος) is the Ministry's integrated electronic and physical security system for reception and identification centres and closed controlled access centres, combining CCTV with motion-analysis algorithms that the Authority's decision calls \"Artificial Intelligence Behavioral Analytics\", plus drones. In Decision 13/2024, dated 2 April 2024 and announced on 3 April 2024, the Hellenic Data Protection Authority fined the Ministry €175,000 over its failure to cooperate with the Authority and incomplete data protection impact assessments, and ordered it to bring the processing into compliance within three months. The decision records the Ministry's reply of October 2023 saying the first facilities, Samos, Kos, Leros and Filakio in Orestiada, had been implemented and were already running \"πιλοτικά\" (on a pilot basis), and an earlier 2023 memo saying the programmes had not been deployed in all facilities and final acceptance was pending; Lesvos and Chios are within the programme's scope, but the decision does not show that the system operates there. The Ministry's fundamental rights impact assessment (updated 11 January 2024) describes perimeter-breach alarms from cameras and motion-analysis algorithms and alarms for unlawful behaviour by individuals or groups in assembly areas, while also stating that the systems have no AI features. Computer Weekly, reporting a January 2025 study by I Have Rights and the Border Violence Monitoring Network based on research from December 2023 to December 2024, describes Centaur's \"AI-based motion analytics\" as in use at the Samos centre, names ViiSights among the firms involved, and says it is unclear whether corrective action followed the fine; the Ministry did not respond to it. Hyperion, the companion entry and exit system using cards and fingerprints, is not described by the sources as using AI.",
