"notes": "A tender notice published on 23 May 2025 (BOAMP 25-58785, reference 25VC0081AOO) by the Ville de Toulouse, leading a purchasing group with Toulouse Métropole and 15 communes, sought a framework agreement for urban video protection estimated at 16,468,000 euros excluding VAT; its central-equipment lot includes \"analyse algorithmique des images, des comportements dits « anormaux » ou suspects\". Next (23 June 2025, Jean-Marc Manach), describing the specification, reports that AI and behaviour recognition are \"un axe stratégique du projet\" but that these functions \"doivent être désactivées par défaut\" and may be used only if regulation expressly allows it, alongside HD and thermal cameras, smart sensors, loudspeakers, a public call button and radars. A second tender with the same object and lots (reference 25VC0187AOO) was published on 10 September 2025, and the award notice (BOAMP 25-138969) records both lots awarded to SNEF on 16 December 2025, the central-equipment lot again covering the \"mise en œuvre et paramétrage de solutions d'analyse algorithmique des images, des comportements dits « anormaux » ou suspects\". The award notice does not mention the disabled-by-default condition, and no source shows the behaviour analysis in use. Next notes that the existing network of about 650 street cameras is watched around the clock by 40 video operators and municipal police officers.",
