Mobile Device Extraction

Tools that access, decode and extract data from mobile phones including encrypted content, deployed by police in tiered digital forensics operating models.

The core function is extraction rather than analysis: obtaining the contents of a seized device, including material the device's own security is designed to protect. Newer product tiers add AI-assisted analysis on top, but the extraction capability is the foundation and is what most police procurement covers.

UK deployment is extensive and documented through public procurement rather than press release. The Mayor's Office for Policing and Crime extended a contract for 10 Cellebrite Premium tools across Metropolitan Police digital forensics hubs and Lambeth headquarters, valued at over 5.4 million pounds. Greater Manchester Police confirmed procurement of the Cellebrite Inseyets suite, reported at 3.4 million pounds, with plans for eight regional hubs. The Foreign Office, Home Office, Ministry of Defence and at least 25 other UK forces are reported to have Cellebrite partnerships. Deployment follows a tiered model: level one extraction at police stations, level two in force digital hubs.

A caveat this page states directly: extraction tooling is digital forensics infrastructure rather than an algorithmic decision system, and it is included here because it is foundational to how digital evidence is now handled, not because the extraction itself is AI. Cellebrite's newer analysis layer does add AI capabilities, but no named force deployment of that layer has been documented.

The civil liberties dimension is real and documented. Cellebrite tools were reportedly used to access two journalists' phones by the Police Service of Northern Ireland in 2018, and a journalist's phone in Serbia. UK extraction powers derive from PACE and digital extraction provisions in later legislation, though the procurement notices themselves do not set out the legal basis.
