SmartView (Hong Kong territory-wide CCTV)

Hong Kong's police-run CCTV programme, already carrying AI crowd-size analysis and number plate recognition across about 11,000 connected cameras, and funded to reach roughly 60,000 by 2028.

SmartView is the Hong Kong Police Force's territory-wide closed-circuit television programme. Cameras are mounted on lampposts, smart lampposts, government premises and police vehicles, and feed a central system that officers can search. Camera sites are chosen using crime rates and district data, pedestrian flow, risk and the public order situation.

What distinguishes it from an ordinary municipal camera network is that software, not only officers, watches the footage.

WHAT THE SYSTEM DOES TODAY

The Legislative Council Panel on Security paper of 24 February 2026 states that the system 'is currently equipped with artificial intelligence (AI)-powered functions, such as crowd size analysis and automatic number plate recognition'. Those two functions are the established present-day capability. Everything else described below is planned.

THE SCALE AND THE MONEY

The same paper puts the network at about 5,000 cameras installed by the police, with about 6,000 cameras belonging to other government departments and organisations connected to it. Over 20,000 cameras are to be added annually, reaching about 60,000 across the city in 2028, with about 6,500 more for newly developed areas by 2031.

Non-recurrent cost is given as HK$4.066 billion across 2026-27 to 2031-32, split between HK$893.2 million of hardware, HK$1.311 billion of communications network and HK$956.4 million of implementation services. Recurrent costs start at HK$72.9 million a year and are projected to reach HK$243.1 million by 2036-37.

The paper also records that the programme has assisted police in detecting 899 cases, including serious crimes such as murder and robbery. That figure is the force's own, is not broken down by offence or by which capability contributed, and has not been independently audited.

THE ANALYTICS TOOLBOX IS THE PART THAT MATTERS

The paper sets out a plan to 'build an AI-powered video analytics toolbox to analyse the CCTV footages', so that police 'will be able to track and search for target persons and vehicles in a speedier and more precise manner'. It also states an intention to introduce more AI-powered video analytic functions for crowd management.

That is a change in kind rather than degree. Searching recorded footage for a named person across a city-wide network is a different capability from counting a crowd, and it is the point at which the number of cameras stops being the main constraint on what the system can do.

FACIAL RECOGNITION IS ANNOUNCED, NOT ESTABLISHED

Senior officers have been reported during 2025 and 2026 as intending to add facial recognition to the network. Facial recognition appears nowhere in the February 2026 LegCo paper and nowhere on the Hong Kong Police Force's own SmartView page, both of which were read directly. Until it appears in a government document or a force publication, it should be treated as a stated intention.

THE CASE FOR IT

Hong Kong is dense, vertical and heavily built, and camera coverage in public space is uncontroversial in much of the world. Automatic number plate recognition and crowd-size estimation are among the better-understood forms of video analytics: the first is a mature technology with a long enforcement record, and the second does not identify individuals at all. The 899 detected cases, whatever their composition, represent investigative work that officers would otherwise have done more slowly or not at all. Concentrating cameras by crime rate and pedestrian flow is a defensible allocation method, and connecting existing departmental cameras avoids duplicating public spending.

LEGAL BASIS AND OVERSIGHT

There is no dedicated statute. The force states that the scheme operates under the auspices of the Task Force on District Governance, that cameras capture public places only, and that it complies with the relevant laws of Hong Kong. It says it maintains close liaison with the Office of the Privacy Commissioner for Personal Data and commissioned independent consultancies to carry out Privacy Impact and Security Risk Assessments, and that it has internal guidelines for monitoring standards.

The February 2026 paper budgets for a Privacy Impact Assessment but names no independent body with oversight of the analytics themselves. Procurement uses a direct engagement approach rather than competitive tendering, which the paper attributes to national security and supply chain considerations.

WHAT IS NOT KNOWN

The accuracy of the deployed crowd-analysis and number plate functions has not been published. Neither has the retention period for footage, the threshold at which analytics are run against a recording, who may authorise a search of the network, or how many such searches have been made. No published evaluation exists of the 899-case figure. Whether the analytics toolbox will include facial recognition, and under what authorisation, is unresolved.
