Notes
OxRec is an algorithm used by the Dutch probation organisations to estimate the risk of reoffending, applied about 44,000 times a year in advice to prosecutors and judges; it reportedly uses age, gender, substance use, income and neighbourhood. In a report published on 12 February 2026 the Inspectie Justitie en Veiligheid found that it frequently underestimated the likelihood of reoffending, particularly for drug users and people with serious mental health conditions, citing wrong formulas for different groups (swapped since 2018) and reliance on old Swedish prison data, and warned of possible discrimination and over-reliance by staff. DutchNews reports that Reclassering Nederland "has stopped using the systems", describing it as a temporary halt while risk-assessment tools are reviewed. One of OxRec's developers said the errors came from local implementation and that the inspectorate overstated the impact. The other probation organisations that use it (Stichting Verslavingsreclassering GGZ and Leger des Heils Jeugdbescherming en Reclassering) are not recorded separately here.
