Notes
The Ministry of the Presidency, Justice and Relations with the Cortes announced on 17 September 2026 that it had developed a tool based on artificial intelligence, presented that day at the Fiscalía General del Estado by the Fiscal General, Teresa Peramato, which analyses police reports (atestados), extracts and organises the relevant information and produces a first draft of the prosecutor's charging document (escrito de calificación), showing the original report beside the draft and highlighting the fields the prosecutor must check. It covers road-safety offences involving alcohol. The ministry says the tool "no adopta decisiones ni realiza validaciones jurídicas", that the prosecutor reviews, amends and signs the final document, and that the tool "se encuentra en fase de prueba"; it estimates that cutting preparation time from 10 to 5 minutes per document could save about 3,250 hours of work a year. Europa Press, published by LegalToday on 18 September 2026, says the initial phase covers drink-driving cases without an accident or material or personal damage in urgent proceedings, that delegated prosecutors tested the application, and that it produces a draft in 20 to 30 seconds; it reports that the project was coordinated by the ministry's Dirección General de Transformación Digital de la Administración de Justicia with the Fiscalía's support unit and its network of road-safety prosecutors, and that more than 28,600 charging documents of this kind were issued in 2025. It quotes Peramato saying that "la decisión seguirá siendo siempre humana". The sources do not say what kind of AI model the tool uses or name a supplier.
