Notes

Belarusian outlet dev.by reported on 19 March 2025, citing the Ministry of Internal Affairs (and linking to a report by the state news agency BelTA), that about 60,000 smart video surveillance cameras were connected to the RSMOB, and quoted the ministry as saying the cameras "can track a person, recognise faces, read number plates". Dev.by put the number of smart cameras connected at under 100 at the end of 2019, 6,000 in Minsk alone by spring 2023 and about 35,000 nationwide a year later. It says that in 2018 24x7 Panoptes, a subsidiary of Synesis, won the tender to be the RSMOB's technical operator, using Synesis's Kipod platform, and that Beltelecom replaced Synesis as operator in February 2022; Synesis denied accusations that Kipod was used to surveil protesters after the 2020 elections, and the EU and the US later sanctioned the company. The European Union Agency for Asylum's June 2026 country report repeats the 60,000 figure, attributing it to the Interior Ministry as reported by Belsat on 27 March 2025. Zerkalo reported on 26 October 2026 that RSMOB cameras recognise number plates and check them against vehicle inspection records, that the State Automobile Inspectorate was using this in test mode, and that issuing penalties was planned from November 2026. The sources give no legal basis or oversight body.
