netzpolitik.org (18 July 2025) reports that Brandenburg police have scanned plates with the KESY system 'for years' at certain motorway sections and still use its search mode, which compares plates with a search list and deletes other captures. For 2024 it reports 139 uses for threat prevention (105 involving immediate danger to life or limb) and, from the answer to a parliamentary question by Sven Hornauf, 8,417 urgent measures for criminal prosecution, 8,325 of them searches for stolen vehicles; the article says these prosecution uses fall under the Code of Criminal Procedure and so were not in the annual reports. The article does not name the manufacturer or give a start date. The plate-storage mode was ended in 2021 and was ruled unlawful by the Landgericht Frankfurt (Oder) in 2022.
