Notes
Fresno began using Draft One shortly before Axon launched it publicly in April 2024, initially in a limited number of incidents and only for misdemeanour cases, with felony cases planned from 2025.
Update, November 2026. California Senate Bill 524 (Chapter 587, Statutes of 2025) was approved by the Governor on 10 October 2025 and, as reported by CalMatters and local press, applies from 2026. According to the bill digest, each law enforcement agency must adopt a policy for reports generated fully or partly by AI; the report must identify each AI program used and state that it was written "either fully or in part using artificial intelligence"; the officer must sign to verify that they reviewed it; the AI-generated first draft and a record of who used AI and what footage was used must be kept for as long as the report; and vendors may not share, sell or otherwise use agency data except for the agency's purposes or under a court order. A KVPR programme page of 8 September 2025 listed Fresno among places where departments are "piloting the tool"; no Fresno source dated 2026 on Draft One was found.
