Texas drivers paid $1 to fight car theft; it quietly funded Flock surveillance network

A Texas state agency secretly built a 30 million dollar artificial intelligence surveillance network using money taken from drivers, an investigation by the Tribune has found. The funds came from a one-dollar car insurance fee meant to tackle catalytic converter theft. Instead, the money was used to set up the surveillance system with Flock Safety cameras.
