Operator-initiated facial recognition, usually shortened to OIFR, puts the capability in an officer's hand rather than on a van or a pole. An officer scans a person's face at the point of an encounter and the device checks it against police databases, returning a result in the moment.

It sits between the two categories the public debate has mostly been organised around. Live facial recognition scans everyone passing a camera; retrospective facial recognition searches a stored image after the fact. OIFR does neither. It targets one person, deliberately, during an interaction that is already happening, which means the threshold question is not who gets scanned in a crowd but on what basis an officer decides to scan the person in front of them.

The way its use became public is part of the story. The Mayor of London confirmed in February 2026 that the Metropolitan Police was trialling handheld devices, after repeated questioning from Green Party London Assembly Member Zoe Garbett, and at a point when the force's own website still stated that it did not use operator-initiated facial recognition. Liberty Investigates reported that West Yorkshire Police documents anticipated deployment during 2026, though the force said no date had been set.

There is no dedicated statutory framework. A Home Office consultation on the law governing police use of facial recognition closed in February 2026 and its results had not been published at the time of writing. Daragh Murray of Queen Mary School of Law, who carried out an independent review of the Metropolitan Police's live facial recognition use, has raised the concern that forces were adopting handheld devices before that exercise had concluded.
