Notes

In a written report to the Landtag's interior committee (Vorlage 18/4645, dated 8 December 2025, for the session of 11 December 2025), Interior Minister Herbert Reul states that the Joint Artificial Intelligence Force (JAIF), run by the Landeskriminalamt NRW, the Central Contact Point Cybercrime NRW (ZAC NRW) and the Cologne public prosecutor's office, aims to speed up the evaluation of seized IT material. Phase 1, an AI-assisted, faster check of whether items seized in child sexual abuse cases can be released, is described as complete, and JAIF 1.0 is in use at three Kreispolizeibehörden. The report names no vendor or start date. It says image and video analysis for combating child sexual abuse has been a focus of police AI use so far. Earlier, from 2019, ZAC NRW ran a research project with Microsoft Deutschland on AI classification of such material using a hybrid cloud design (NRW justice ministry, 5 August 2019); WinFuture (25 May 2021) reported that it was being moved into productive operation, but ZAC NRW described AI image assessment as a current scientific project in a statement to the Landtag of 6 November 2023, and no source read links that project to JAIF.
