- Legal basis
- The 2023 press release names no legal basis. netzpolitik.org (14 January 2025) reports the Hamburg data protection authority as saying the law had not so far given a sufficient basis for using real data of passers-by to develop the system, while welcoming a new provision on training data and criticising its vague wording; netzpolitik.org (17 August 2025) reports that Hamburg has since legislated to allow surveillance data to be used as development data.
- Oversight
- Hamburg data protection commissioner Thomas Fuchs raised concerns about storage duration and access rights for the training phase (NDR, via Notebookcheck, 1 August 2025). A University of Hamburg and TU Chemnitz project is reported to be studying the system.

Notes
The Hamburg Interior Authority announced on 14 July 2023 that test operation of 'intelligente Videobeobachtung' had begun that week at Hansaplatz in St. Georg with four cameras, using software developed by the Fraunhofer IOSB that turns people into stick figures ('digitale Skelettierung') and flags atypical movements such as hitting, kicking, shoving or gatherings of onlookers; flagged cases go to staff in the watch room of Police Station 11, and the authority said no biometric data was captured and the data generated by the software is not stored. netzpolitik.org (14 January 2025) reports that officials called the test successful but that it had led to one criminal case, and that a two-year follow-up project with Fraunhofer was planned. netzpolitik.org (17 August 2025) reports that from 1 September 2025 movements on Hansaplatz and the neighbouring Hachmannplatz were to be used to train the software, and that the technology is not yet fully developed; a University of Hamburg and TU Chemnitz research project studying the system was then due to run until February 2026. netzpolitik.org (27 April 2026) describes the Hamburg project as an experimental system being made to work, trained on data from people in Mannheim and Hamburg. No source found shows the system in regular operation.
