Notes
The Ministry of Finance told the Sejm, in an answer signed by Under-Secretary of State Jurand Drop on 24 April 2025 to interpellation 9137, that the customs system OKO-RTG uses deep learning, including convolutional neural networks, to analyse X-ray images from road and rail transport and to flag possible smuggling of tobacco products. The answer lists it among AI solutions "zaimplementowanych i używanych" (implemented and in use) and states: "System nie przetwarza danych obywateli" (the system does not process citizens' data). A second ministry answer, of 19 November 2025 to interpellation 12322, says the system uses convolutional neural networks to identify classes of goods automatically and supports detection of smuggling of the classes it has been trained on, and that the National Revenue Administration neither subscribes to nor uses generative AI tools. The portal e-Prawnik reported on 24 March 2020 that KAS had had the system since 17 March 2020, that tests of its accuracy had been positive and that KAS planned to extend it to all border crossings by the end of 2020; it said the system was built by TensorFlight Poland of Białystok, winner of a Ministry of Finance challenge in the GovTech Polska MinFinTech competition. The start date and the supplier rest on that report, not on the parliamentary answers. Neither answer names an oversight body or a specific legal basis.
