Police in Wapello County, Iowa, have instructed officers to hide their use of automated licence plate readers from vehicle occupants and in official reports. Public records show the county's policy was created in November 2025 for cameras supplied by the technology company Flock. The FBI and the US Department of Justice have also previously encouraged police in multiple states to be vague about using the system to avoid public records disclosures. While Flock claims it supports transparency and accountability, local residents argue councils are quietly joining the surveillance network with little public debate.
