Notes

The Ministry of the Interior, Digitalisation and Europe (Minister Hagel) told the Landtag in a letter of 17 July 2026 (Drucksache 18/160) that the Palantir software for police analysis is physically connected to Hessian IT infrastructure but is still in system integration and not yet in productive use, with the line connection, encryption components and coordination with partners named as outstanding. The contract with Palantir Technologies GmbH has a five-year term; the answer does not give the signing date or the cost. A Council of Ministers decision of 29 July 2025 is cited as saying the contract will not be renewed after the term and that Palantir's AI products are excluded. A development cooperation with Airbus Defence and Space and Schwarz Digits towards a European alternative is described; the coalition aim is a European alternative by 2030. netzpolitik.org (15 October 2026) reports that the contract was signed in March 2025 with licence costs of 25 million euros over five years and that the platform is meant only as a time-limited interim solution. An SPD amendment (Drucksache 18/338, 21 July 2026) says the contract was awarded without a tender and asks the government to end it. The Ministry's answer does not explicitly name Gotham as the product.
