Notes

Originally 'Homicide Prediction Project', renamed 'Sharing Data to Improve Risk Assessment'. Began Jan 2023, using Ministry of Justice data, Police National Computer records and GMP data to build models identifying people at greatest predicted risk of committing homicide. The MoJ-GMP Data Sharing Agreement covers 100,000-500,000 people, including names, dates of birth, ethnicity and gender. A project timeline obtained by Statewatch shows the project completed Dec 2024 but not deployed; MoJ confirms research stage. Disputed: Statewatch says sensitive data including domestic abuse and self-harm information was used, covering people never convicted of any offence; officials deny this, stating only convicted persons' data was used -- both positions recorded pending resolution. Connects to this site's existing OASys entry via an MoJ finding that OASys's predictive validity was 'greater for white offenders than offenders of Asian, Black and Mixed ethnicity'. Recorded as proposed rather than operational: developed but explicitly not deployed.

Update, November 2026. Computing (2025) quotes a Ministry of Justice spokesperson saying "This project is being conducted for research purposes only", that the tool is not used operationally and that "A report will be published in due course"; it also records the ministry's position that only data on people with at least one conviction was used, and Statewatch's allegation that the data-sharing agreement with Greater Manchester Police includes records regardless of conviction status. Statewatch's page of 8 April 2025 says the documents refer to the "future operationalisation" of the system and does not itself state a completion date. The December 2024 completion date in this record comes from a project timeline attributed to Statewatch and was not confirmed in the pages read for this review. No later development and no published report were found as of 3 November 2026.
