Notes
WHRO reported on 13 October 2026 that Norfolk has had Flock cameras since 2023, with 175 currently in the city. About 50 people rallied outside City Hall that day, and the DeFlock Norfolk Coalition wants the city to cancel its Flock contract. Police Chief Mark Talbot told a work session on 25 August that Flock helped detectives in three recent cases. Commonwealth's Attorney Ramin Fatehi called the cameras a net good and said Virginia law requires search logs, limits searches to criminal justice purposes and bans out-of-state sharing. A Christopher Newport University study cited in the article found the cameras surveil Black neighbourhoods more intensely. WTKR reported on 27 January 2026 that US District Judge Mark Davis sided with the city in a lawsuit by two residents alleging that Norfolk's Flock cameras violate the Fourth Amendment; the plaintiffs' lawyers at the Institute for Justice said they would appeal. This is separate from the existing Norfolk call triage record.
