Notes
404 Media reported on 25 August 2025, from data released by police departments, that CBP regularly searched more than 80,000 Flock licence plate reader cameras nationwide and could run Flock lookups itself, not only through local police; 9 News in Colorado had reported that CBP had direct access to Flock's system through a pilot programme. Flock described the Loveland, Colorado arrangement as a one-to-one data sharing agreement. In a statement signed by chief executive Garrett Langley, Flock said its limited pilots with CBP and Homeland Security Investigations were meant to help combat human trafficking and fentanyl distribution, that all ongoing federal pilots had been paused, and that federal users would not be added to statewide or nationwide lookups. The Illinois Secretary of State's audit of 12 local agencies, as reported by WTVO, found that Flock had no data-sharing restrictions in place and was running a pilot with CBP. Flock's page on data sharing, published on 6 January 2026, says the CBP pilot ran from 9 May 2025 to 24 August 2025, that all federal pilots have concluded, and that federal agencies are now limited to one-to-one sharing that a local customer must grant and are excluded from statewide and national lookups; the end date is the company's statement and has not been confirmed by CBP. The 80,000 figure is the number of cameras CBP searched, not a confirmed count of every camera it could reach, and the sources do not say whether CBP still receives data through one-to-one sharing with local agencies.
