The IRS Privacy and Civil Liberties Impact Assessment for "CI LCA Cloud", approved on 12 December 2025, describes Lead and Case Analytics as "a mission critical tool that is used across CI to perform investigative case duties" and as an enterprise-wide data analytics platform that helps agents and analysts compile case data, analyse financial records and find connections that may indicate tax fraud, money laundering or forfeiture schemes. It says the platform leverages Palantir's Foundry platforms and is moving to the Palantir Federal Cloud Service. The assessment answers "No" to whether the system uses artificial intelligence, so this record is for a data integration and link-analysis platform rather than a declared AI feature; the Treasury Department's 2025 AI use case inventory, as consolidated by the Office of Management and Budget, lists no use case for IRS Criminal Investigation. The Intercept (24 April 2026), citing contract records obtained by American Oversight, reported that the division has used the platform since 2018, that the IRS has paid Palantir more than $130 million, and that it draws on tax returns, Affordable Care Act data, bank statements and transactions, data compiled by Treasury's Financial Crimes Enforcement Network and cryptocurrency wallet data from seized servers; The Intercept describes data aggregation and link analysis and does not mention AI; neither Palantir nor the IRS responded to the Intercept's request for comment.
