Notes
A freedom of information response from West Midlands Police (reference 1948A25, in its December 2025 disclosure log) says there are "currently four machine learning models that are being used to provide information by way of making predictions", created by its in-house Data Analytics Lab. One is a stalking and harassment harm escalation model that estimates the probability that people who have stalked or harassed others will go on to commit high-harm crimes; a similar model estimates the probability that victims of stalking and harassment will become victims of high-harm crime. The response does not say how these predictions are used or since when. The force's Data, Technology and Operational Ethics Panel annual report for 2024/25 describes a "stalking algorithm" that the panel challenged over accuracy, given "the possibility of high numbers of false negatives/positives", and over the potential for it to be considered a method of predictive policing, and says the project was asked to return to the panel "after further development"; no later panel decision was found. No supplier or start date is given.
