Notes
The DHS 2025 AI Use Case Inventory (entry DHS-317, as consolidated by the Office of Management and Budget) lists 'RAPTOR (Rapid Tactical Operations Reconnaissance)' as pre-deployment, with no operational date. The entry says the system would process radar, infrared and video data to detect and track suspicious activity along US borders, using computer vision to read vessel registrations, aircraft tail numbers and licence plates and to detect objects. Identifiers it reads would be run through CBP's Super Query, and derogatory results or other indicators in the imagery (the entry's example is a high number of fuel cans) would be sent to the field by text message or email; agents review the images before any action. Its listed outputs are text transcriptions of vessel registration and documentation data and photographs of the vessel. DHS presumed the use high-impact and determined it is not.
